The Political Construction of Existential Threats in the African Great Lakes Region: A Critical Reading of Securitization

Abstract:

Why does the African Great Lakes region remain trapped in a spiral of chronic insecurity? This article starts from a key observation: in this region marked by state fragility and porous borders, the security threat is never a mere objective reality. Instead, it is the result of a continuous political and discursive construction. By revisiting the Copenhagen School's theory of securitization through the lens of constructivism, the study demonstrates that a threat cannot be reduced to a punctual "speech act" or an ideal democratic consensus. Rather, it is part of a comprehensive process of danger-making orchestrated by elites in power. By analyzing the social and institutional conditions behind this production, the article highlights how the exaggeration or instrumentalization of threats serves to legitimize lasting exceptional measures, redefine political boundaries, and perpetuate a mode of governance built on crisis management.
