Abstract
JANATA GOVERNMENT AND BACKWARD CLASS PARTICIPATION IN UTTAR PRADESH

Abstract:
After independence, several attempts were made to define backward classes under constitutional provisions, similar to Scheduled Castes and Scheduled Tribes, but these efforts ultimately failed because the Congress government was not taking positive action on this issue. The rise of the Janata Party in 1977 made the issue of backward classes a major national issue. In its election manifesto, the Janata Party stated that, "If the Janata Party forms the government, a new Other Backward Classes Commission will be formed. Based on the Commission's recommendations, measures will be taken to identify backward classes and provide them with appropriate representation in government jobs." During this period, Janata Party governments were formed in Uttar Pradesh and Bihar. Ram Naresh Yadav became the Chief Minister of Uttar Pradesh. It was at this time that the Uttar Pradesh government introduced reservation for backward classes for the first time. Since the Janata Party enjoyed the support of the backward classes in Uttar Pradesh, the state government supported the backward classes with their interests in mind.Policies were formulated. The backward class movement in Uttar Pradesh began to be fueled by the politics of reservation. The state's politics now revolved around reservation.
